South Sudan's offer of three billion dollars

South Sudan is offered three billion dollars as compensation to the Sudan due to the  the economic loss due the separation.
The United Nations has given the deadline of two August to resolve disputes arising, due to splitting the two countries last year.And negotiations are underway in Ethiopia in this context.
South Sudan's has increase the toll charges for oil exports and  offered to forgive the balance of five billion dollars in Sudan. And Sudan still did not react to this offer.
Negotiating team head Pigan Aamum of South Sudan's said that it is the refree proposed.And he said that the notice given by the UN left nine days and now is the time that the parties agreed to move forward.
